Why wouldn't a government be able to define its rules of citizenship?  The real crux of the illegal immigration issue is whether or not a sovereign nation has the right to determine its rules.  Of course, every country in the world controls their borders and immigration, but few have the severe problems of America because few have so many who are willing to ignore their immigration laws just in order to have a chance to live there.
